What qualifies as an upgrade product for Publisher?

I have an OEM version of Office Basic Edition 2003. It does not
include Publisher.

I now have a need for Publisher. On the MS site I see that an Upgrade
to Publisher 2007 is $99.99. The site doesn't tell me what owned
product(s) I need in order to qualify for the upgrade.

Must I have an earlier version of Publisher? Or does my Office Basic
Edition 2003 suffice?
