Hello, I'm using Word 2003 also with XP and am getting the same problem, but I'm using the Japanese language. I'm also trying to find out how to fix this problem.
From another user site I was offered the four below suggestions below have had no positive results:
1) detect and repair from the Help menu with no improvement.
2) Chkdsk
3) Winword /a and winword /r
4) support.dot template
A co-worker has installed Word 2003 and his phonetic guide works with Japanese, why I don't know?
