Pen Toolbar Goes Gray

OneNote 2007, Windows XP. OneNote Starts with (apparently) active
MyPens toolbar. But if I try to select a pen, the toolbar goes gray
and stays gray thereafter. If I quit and restart OneNote the active
toolbar reappears but goes gray again as soon as pen is selected.

To keep things simple: this behavior is observed with a standard
mouse, but occurs as well with a Wacom tablet.

Ideas?

After trial and error I determined that the OneNote problem described
below is prevented by using msconfig to disable the Plug and Play
service at startup. Why this should be is a question and what is the
long term work around?

For a long term workaround, how about re-enabling such a critical Windows
service. :)
