How can I put a secondary X Axis (Horizontal on the top, in addition to the
already axisting horizontal on the bottom).

If it's a horizontal bar chart, the horizontal axis is the value axis and
thus the Y axis. The vertical axis is the category (label) axis and thus the
X axis. This terminology is unique to Microsoft and causes a great deal of
confusion.
