Nevermind folks. I fixed my own problem.
1. I manually uninstalled the Office 2003 components that were left over
(not uninstalled the first time by the installer)
2. Used the Microsoft Installer Clean Up utility to remove the entries for
Outlook 2007 MUI components
3. Re-installed Office 2007 on top of the previous, incomplete (I guess)
installation I performed
4. Ensured all Antivirus, Firewall, etc programs were disabled
