Well, does FileMon show any missing files?
Otherwise, I think an inability to read the system clock would be a showstopper, too.
I don't use ReplMan so don't have much else to suggest.
Is the synchronizer already running when you start ReplMan?
How many replicas are managed by the local synchronizer?
How large is the entire replica set?
Can you read the replication system tables in the replica you're opening with ReplMan?
Have you tried opening a different replica?
Have you tried closing the replica and then opening ReplMan without a replica set opened?
