Tools / Startup dialog box

I working on a database that was converted from Access 2003 to Access 2007, I am trying to install a ADDIN, but everytime I try to install it, I get an error "You do not have sufficient security permission to install this Add-In. the accountant PC was formatted, he has some mde files he uses for his work, these files are still available but when i open them from another PC, a form open (sorta like a modal box in windows applications) that tells me i am not allowed to open these files.
