Help please

Hi
I am having problems, my ie loads up fine to the homepage and lets me
navigate around it fine but as soon as I try to type in a different address
in the address bar, it tries to open it in a new window and just comes up as
a blank page which is incredibly hard to close something very strange is
happening to it and it could be a totally simple settings solution but as i
am almost computer illiterate i don't know where to look. All settings look
like they are ok but they have been messed with as my computer went in to a
shop as i had lost a database so god knows what they have done to it but I
need my internet back and running properly so please help!!!!!!!

is it reasonable to ask the shop what they did and to correct it.
