You need to use a full retail version of Vista since your father didn't order Vista from Dell.
Boot with the Vista DVD and do a clean install. If you press F12 when you start the computer you'll be able to choose booting from the optical drive first.

Make sure you download all the Vista drivers from Dell's site for the Inspiron 530 and have them on a USB key or burned to CD first.
